Rikers Island is home to hundreds of feral and stray cats. Rikers Island Cat Rescue (RICR) is a 501(3)(c) charity started in 2001 by Ret. Captain Gloria Murli and is currently run 100% by Captain Murli and a handful of volunteers. Services provided to these homeless cats, include but are not limited to, providing food stations with daily fresh feedings, shelters, medical treatment and Trap-neuter-release (TR). TNR is the only humane approach to the management of the feral and stray cat communities. The volunteers trap the free roaming cats, transport them to the ASPCA for sterilization, vaccination and ear tipping. The cats are then brought back to the RICR "Cat Care Center" for recovery, after which, they are then returned to their home colony.

RICR also provides rehabilitation for cats that need medical attention. From broken bones, to skin rashes, eye injuries, to more serious illnesses; the volunteers are truly passionate about the welfare of the cats of the Island and are fully committed to improving the lives and wellbeing of these beautiful cats.

Additionally, RICR has provided clean, comfortable birthing for pregnant cats and help to
monitor the newborn kittens while they rely on their mother. The mother is then sterilized
and once recovered she is returned to her colony, while the kittens are taken in by volunteers and socialized for adoption. RICR coordinates with local organizations and operates independently to adopt out their cats that have been socialized.
