Phillip came in to the shelter as an owner surrender due to his previous owner being unable to care for him any longer.
He is around 7 months old and still needs his vet work done, so he is available for foster to adopt.
He enjoys being around other cats, but we aren't sure how he is with dogs just yet.
He loves to play and has the cutest quirky personality.
