Meet Jose -- URGENT

Jose came to the shelter in the humane officer's truck on a 95 degree summer day because he had been left tied outside while his family had gone away. He had no water, and a neighbor had kept trying to give him some water, but he would manage to upset it and be sweltering again soon with nobody at home to help him. He weighs about 60 pounds now, but he is a little thin. He seems like a nice dog, and he certainly deserves shelter and water! He's barely a year old, so he has his whole life ahead of him. Can somebody help Jose?
